Cross levers other wise know as in-line brake levers or sissies levers. Why your road bike needs top levers:

Allows you to say upright when shredding though city traffic
Allows more hand positions when breaking. On 100+mile rides the comfort is invaluable.
Makes heading off the pavement easy peesey.
On long descents there is less hand fatigue
